The Russians want to see in the state Duma of professionals, not Bohemia

VTSIOM sociologists and political scientists record the changing demands of the electorate, which can manifest itself during the elections to the state Duma. Judging by the results of preliminary vote of the “United Russia”, the citizens are more likely to prefer to vote personally known to them for working “on the ground”, rather than “person from the TV”, whatever “star” status they may possess.

Russian voters want to see in the new convocation of the state Duma of professionals, not the Bohemians, noted the Director General of VTSIOM Valery Fyodorov at a press conference in TASS. “…Now there is a request for new faces, there is an update query, but without revolution, there is a demand on professionalism, the expertise in those areas where the candidate is positioning himself as a specialist”, – he explained.

“Left a request for a bright personality from an environment of actors, Bohemians, sportsmen”, – Fedorov noted. According to him, the society was demand for openness, willingness to interact with people and to represent their interests in the Duma. One who will not catch this trend, obviously loses, the one who will be able to “ride” this trend will strengthen its position in the 2016 elections,” – said Fedorov.

Ride the trend or lose

We will remind, for the first time after a long break elections will be held under a mixed system: half of deputies (225 people) will be elected on party lists and half in single – mandate constituencies.

This factor, according to Badovsky, stipulates that “deputies have to a large extent to provide the function of representative government, to represent the interests of the people, including in the dialogue with the Executive power in the center and on the ground.”

The analyst also noted that in society there is a demand for change, but not the revolution. “Here we have not all right in healthcare, we need a change. And you as candidates who are going to make laws and then defend our interests before the Minister of health tell us, do you understand what we need change in health care that you will make and will you be able to do it,” – said the expert.

“Past life” is not as important

The first Deputy Chairman of state Duma Committee on nationalities Affairs, member of the Central headquarters of the popular front Mikhail Starshinov believes that society has long had a request for professional parliamentary activity.

“It is quite obvious. I don’t want to say that some of the famous people who have achieved notable success in other fields, are unprofessional politicians. A lot of examples, when these qualities are combined… However, in my opinion, first and foremost, people rate the professional qualities of members of politicians, and secondarily all the rest – who they were, as they say, in a past life: artists, athletes, engineers, or anyone else,” elders told the newspaper VIEW.

Member of the expert Council of the Institute of socio-economic and political studies (ISAPI) Alexei Zudin indicates that in electoral politics and activities of government in General, “there comes a time political accountability”.

“In electoral politics, political responsibility means strengthening bilateral ties between the voters and the politicians whom they choose. Voters make their choice in favor of public politics that, firstly, are able to talk to them, that is, possess good communication skills, and secondly, how meaningful to talk with them, listen carefully to their constituents. Those programs with which they go to the polls, largely include the results of communication with voters,” said Zudin the newspaper VIEW.

This combination of abilities to communication and competition, as well as the ability to form meaningful program creates the Foundation for a permanent and binding political ties with the voters.”

“All this forms a most essential part of public policy as a profession. So in this sense we can say that Russian public policy is moving in the direction of professionalization. Where politicians choose, the most important component of professionalization is a political responsibility to the voters and the Russian citizens as a whole”, – said Zudin.

“Not just paused and went”

In turn, the President of the Center for strategic communications Dmitry Abzalov believes that the effectiveness of selective programs associated with how much the candidate understands the electorate.

“In one person “drive” is very difficult, and experience Pushkov (the head of the Duma Committee on international Affairs Alexei Pushkov, who for many years has been on TV analytical program, but did not win in the primary election – approx. VIEW) this shows. Indexing without an action is a rather weak position. Take, for example, Tolstoy (TV presenter Peter Tolstoy won the primaries in single-mandate district in Moscow – approx. OPINION), which is one of the most indexed. He didn’t just come to debate, stood silent and left. He had a very serious work, especially on the issue of educational institutions. It would give him serious support,” Abzalov said the newspaper VIEW.

According to him, there were those who came to the region, being not his problem, “so those candidates who at least had a preliminary sociology, received a serious advantage, they understood what the voter wants”.

He stressed that in the beginning of “zero” – before the abolition of single-member component – any person who possessed more or less widely known, could come to the polls and get serious support, but now, just having “star” status, an election to win is very difficult.

“What regional agenda and programme broke with awareness, is a fact. But also the team is very important and the position of the candidate. If the applicant was not engaged in an active campaign, and came at the last moment or involvement in the topic, he will have serious problems. If he is more active, clearly spoken, then the results were good enough. If a person does not feel the County agenda, it is not something that will not be elected next time, even his party could lose. In the early primaries it was said that it was the single-seat districts are the regional agenda, because it’s easier for people to vote for those people they know,” said the analyst.
