Zakharchenko demanded from Poroshenko to give the DNI the entire Donetsk oblast

At the weekend the head of DNR Alexander Zakharchenko and the President of Ukraine Petro Poroshenko continued to exchange correspondence threats, in fact, signifying the failure of the Minsk agreements. One requires to transfer the management of all DNR Donetsk oblast, and the other wants to expel from the self-proclaimed Republic of all militias and replace them with the police mission of the OSCE. Experts told “MK”, how long it will last.

On Saturday, Zakharchenko announced that his breakaway Republic would not hold local elections under Ukrainian law. According to him, Donetsk will not “dance to the tune of” Kiev and will not SAG under the sanctions of the European Union. “The elections will be according to our scenario”, — said the leader of the militia. In confirmation of their intentions this fall, DNR will conduct the primaries, which will not be able to take part the Ukrainian party. This Zakharchenko emphasizes that after the direct election of local authorities in Donetsk completed the formation of an independent state (according to the Plenipotentiary representative of the DND in Minsk Denis Pushilin, the election may be neither in this nor in the next year).

Zakharchenko said that Kyiv can still keep the DNI as part of a United Ukraine. To do this, he needs to give Donetsk the right to independently provide for its own defense, including border control, to solve the issues of foreign and domestic policy, education, and Economics, including collection of taxes. “The case for small — to force Kiev to agree to all this and to withdraw his troops from the entire territory of Donetsk region”, — said Zakharchenko on may 25.

In turn Poroshenko says that while in Donetsk are “occupying troops”, there are no elections in DND. Also on the territory of the breakaway Republic should be placed police, the OSCE mission, which will ensure order during the election process. “Nothing else will, I insist on it”, — said Poroshenko.

Of the positions of Kyiv and Donetsk leaders can draw two conclusions.

Firstly, a lot has been said about the fact that there were no invaders and terrorists in the Donbass, and Kyiv needs direct dialogue with the separatists. This had started the Minsk talks, and signed the relevant agreement, in which not a single word about the police mission or other peacekeepers.

Secondly, the agreements clearly States that local elections in the DNI and LC are to be held according to Ukrainian laws, although consistent with the self-proclaimed republics. It is also said that monitoring the Ukrainian-Russian border should be returned to Kiev.

In this regard, “MK” has decided to find out from the experts what you need to continue the negotiating process, not its imitation.

Konstantin BONDARENKO, head of the Fund “Ukrainian politics”:

— Both sides put forward new terms that are not consistent with the Minsk process. They deliberately overestimate the bar, because I understand that none of them is able to fulfill the signed agreement. The statements Poroshenko Zakharchenko and should not be taken seriously, as Donetsk and Kiev are working on the freezing of negotiations. But every day will bring new victims that will be guilty as Kiev and the breakaway Republic. To resolve the conflict can only be a personal meeting Poroshenko, Zakharchenko and Chapter LNR Igor Carpenter, in which they finally must decide how to meet in Minsk promises. But while on the way to the President of Ukraine are “the war party” and the media, exploiting the jingoistic rhetoric, and the leaders of the DNI and the LC is advantageous to delay negotiations, as in the case of the implementation of the Minsk agreements they will lose their position.

Denis DENISOV, the head of the Ukrainian branch of the CIS Institute:

— If you compare sociology in Donetsk and Lviv, we see that the ideological differences of the inhabitants of these cities, maybe even more than the Armenians and Azeris in the Nagorno-Karabakh conflict. But to reduce the number of victims, in the framework of the Minsk agreements, the parties need to compromise. Political elites DNR and Kiev have to understand that there is no alternative. But awareness can take many years, so now we need to think about how to ensure safety in the frontal area. A great solution would be to send observers to the Plenipotentiary of the United States and the European Union on Ukrainian positions to those recorded the withdrawal of heavy weapons and constantly followed his stay in storage. If this is done, then Moscow certainly with the same purpose to put pressure on Donetsk. While international observers should conduct the examination for each violation of the truce, to identify and punish those responsible.
