After the return of Hope Savchenko Petro Poroshenko said about the progress in the negotiations on the transfer of 25 Ukrainians in the Donbass, he also said about “arrangements” for the granting of Ukrainians Afanasyev and Soloshenko, which, however, is not confirmed in the Kremlin. Even more confused situation has developed with the transmission in the Crimea are Ukrainian prisoners. Kiev claims that he took “all those who wanted to,” Moscow has counted at least 16 of those wishing to serve his sentence at home.

Prisoners

“Different numbers are called. 25 – it is only those who entered in the last list on the exchange”

President of Ukraine Petro Poroshenko said that the negotiations on the transfer of 25 Ukrainians in the Donbass, approached the final stage.

“Also, negotiations are continuing, involving all resources, beginning with our trilateral contact group and the Normandy format in order to return another 25 Ukrainians… And we’re in the homestretch regarding the conditions, terms and procedures for their return”, – transfers its words of RIA “news” referring to TV channel “inter”.

Also Poroshenko said about the “prior agreements” under which Kiev is counting on the return of Ukrainians of Russia Gennady Afanasyev and Yuri Soloshenko.

“Far be it from me to give any dates, or promises to call many names. I can only say that, by prior arrangement, we should expect to return home Afanasyev and Soloshenko,” quotes his words “inter”.

However, a spokesman for the Russian President, Dmitry Peskov, on Monday confirmed the agreement on Soloshenko and Afanasyev.

Afanasyev was arrested by the FSB in Simferopol, in the case of “Crimean terrorists” in may 2014, he was sentenced to seven years in strict regime colony. Another defendant in this case, the filmmaker Oleg Sentsov, who was sentenced to 20 years in prison on charges of organizing terrorist acts in the Crimea. 10 years in prison got his accomplice Alexander Kolchenko.

In February of last year the Moscow police detained the former Director of the Ukrainian defense plant “Banner” 73-year-old Yuri Soloshenko. His case marked “Classified”, and details were not disclosed. According to media reports, he was going on a truck to export to Ukraine part of some Russian weapons. Soloshenko was detained in Moscow at a meeting with “business partner” of the Ministry of defence. The Moscow city court sentenced Soloshenko to six years in strict regime colony.

From the Ukrainian side responsible for negotiating the exchange of prisoners with DND and LNR with the end of 2014 stands Viktor Medvedchuk.

Press Secretary Medvedchuk, Oleg Bulavin told the newspaper VIEW that 25 man is not all Ukrainians in the Donbass.

“Different numbers are called. 25 – it is only those who entered in the last list on the exchange. If you look at different sources, the SBU calls for a much larger figure when you talk about those whose whereabouts are not established, they are not much more”, – said Bulavin.

Let’s add, that on Wednesday, Poroshenko announced changes in the exchange of prisoners in the next three to four weeks. However, after that the representative of DND in the contact group on conflict settlement in the Donbass Denis Putilin said that preliminary agreements on the exchange of prisoners with Kiev yet.

Against this background, on 25 may the President of Russia Vladimir Putin has signed a decree to pardon convicted in Russia on the case about the murder of journalists VGTRK in the Donbass Hopes Savchenko. After a pardon she was brought to Kyiv. The same day arrived in Moscow convicted earlier in Ukraine on charges of terrorist activities, the citizens of Russia Aleksandr Erofeev and Evgeny Aleksandrov, who had been pardoned by the President of Ukraine Petro Poroshenko.

On the question of whether did “it Savchenko” on the negotiation process on the results of other Ukrainians, Oleg Bulavin answered in the negative: at least in the part involving Viktor Medvedchuk. “That part of the negotiation process, in which we participate, was and is at maximum intensity all the time,” he stressed. – Victor Vladimirovich is doing everything to ensure that as soon as possible to resolve issues on the release of Ukrainian citizens. And after the liberation of Savchenko, it will immediately continue the negotiations in Moscow about Soloshenko and Afanas’eva.

Exchange Savchenko Alexander and Yerofeyev, Bulavin called “undoubtedly, a major undertaking and a great achievement”. Savchenko, according to him, was a 400-m Ukrainian citizen, transferred from the Donbass from Russia to their homeland with the direct participation of Viktor Medvedchuk, dealing with these issues since December 2014.

Negotiator with Ukraine on the exchange of prisoners from the DNR Daria Morozova on Monday, was unavailable for comment.

We will remind, on may 18, the OSCE said that the agreement on exchange of prisoners were not achieved by the parties to the conflict in the Donbass. The participants of the Contact group on settling the situation in Eastern Ukraine also noted the lack of progress in this.

While DNR representatives urged to abandon “small exchanges” and to have an exchange on the principle “all for all”, after declaring Amnesty. The discussion of the question of Amnesty, the contact group decided to move the next meeting to be held on 1 June.

On 30 April, the speaker of the National Council DNI Dennis Pushilin said that because of the actions of Ukraine was disrupted exchange, which was planned for Easter.

Prisoners

The second important issue is the Ukrainian prisoners who are in places of deprivation of liberty in the Crimea, which has been more than two years, is part of Russia.

The issue was raised on Thursday the Russian Commissioner for human rights Tatyana Moskalkova. According to her, Kiev does not take away their prisoners.

“Don’t take their Motherland, we offer. They committed crimes as citizens of Ukraine – on the territory of Ukraine informed. And today there is no reason to keep them on the territory of another state, ” she said. But while such a reaction not occurred. It is very important to us to send them home.”

At that the head of Ministry of justice of Ukraine Pavel Petrenko immediately announced that Ukraine took Crimea from all, “who could”, and those of Ukrainian citizens, who expressed such a desire. And Deputy Minister of justice Natalia Sevastyanov added that Kiev is ready to take all the prisoners from the Crimea.

On Monday, the newspaper OPINION asked Tatiana Moskalkova to comment on the reaction of the Ukrainian side on this issue.

“May 12, I personally visited detention facility No. 1, the only one on the whole Crimea is located in Simferopol. It contains including the convicts and the defendants are citizens of Ukraine. They told me in quite an emotional manner, that I do not understand why they are there. After all the crimes they committed, not in Russia, not even in the Crimea, which was Ukrainian, and the main territory of Ukraine. They have relatives there… after Receiving these complaints, I went in the FPS, and it turned out that in the remand prison No. 1 contains 16 Ukrainian citizens who wish to reunite with their families”, – she told.

According to Moskalkova, her Ukrainian counterpart Valeriya Lutkovska has already reacted to this situation. The sets of two of the ombudsmen are contacted with each other. This week Moskalkova and Lutkovska will discuss the current situation.

The Commissioner for human rights in Russia added that those citizens of Ukraine who are in the Simferopol SIZO, the Russian justice Ministry has already sent the transfer papers to the Ukrainian side. But the procedure for some reason did not succeed.

“Except for some resonant things are ordinary everyday stories that also need to be resolved, – said Tatyana Moskalkova. – We are now very important to try to remove all irritants, because human rights are not some kind of political color, have no nationality, borders, and commissioners for human rights of different countries can always agree”.

The question of exchange of prisoners of war Tatiana Moskalkova chose not to comment on. “These are questions that are not in my purview, they are other people. This topic already has a certain political slant, and they will accept fundamentally other solutions”, she explained.

The Ombudsman does not know whether all these processes exchange Ukrainka Savchenko at the two Russians. According to her, all events are somehow interconnected, but again it’s not a question of competence of the Ombudsman.
