Elections conservation of stagnation

In recent months, ahead of parliamentary elections, the Russian authorities made powerful efforts to the election changed nothing. Or rather, to the balance of forces in the Duma would continue to be one of the party to act as a monopolist.

In February–March 2016 were minor, but very treacherous amendments to the Law on elections. Journalists covering the elections, were obliged to undergo accreditation. Without it they will not be allowed on sites in day of voting. To receive accreditation, the journalist must meet certain requirements.

There is also a new administrative offense — “impeding the work of election Committee”.

Previously, the plots were allowed representatives of any media. But they are ungrateful, in the last year or two caught and released a few cases where some strange voters tried to throw the boxes in the stack of ballots, taking advantage of the quiet patronage of commissions. These stories appeared on the Network, they managed to see half the country. These shots show how the observers are trying to stop broscice and attract the attention of indifferent policemen and disgruntled ladies — members of the electoral Commission. This, in fact, and was, apparently, “obstructing the work of the Commission”.

Making it difficult to monitor elections, it is possible to achieve only one thing — ease of any fraud.

In early April, state television produced a volley of information for the management of one of the opposition party. Television and radio commentator excitedly discussing the story of the intimate life of the opposition leader. The fact that the demonstration plot would constitute a criminal offence (under article 137 of the criminal code “Illegal distribution of information about private life of a person”), nobody seems bothered. Opponents of the regime, the law does not protect. It is clear to everyone. This is the norm.

Yes, the rating of the party was obviously small, but her criticism was unpleasant power. Well, annoying. Decided not to stand on ceremony.

Next. In early may, completely changed direction the last non-governmental television channel, allowing himself a political analyst (not propaganda). Very cautious, I note, Analytics. I think to many it recalled the events of 15 years ago. But the dispersal of a unique team of NTV in 2000-2001 identified only the initial point of elimination is independent of the government TV broadcast. Cleaning RBC, apparently, marks the end of the process.

In General, efforts to rid the government from criticism is taken serious and varied. The usual preparations for the elections.

And all this despite the fact that the rating of our party monopoly, according to surveys of all services exceeds 50% and its as if the competitors seem hopelessly behind. This despite the fact that in all without exception regions of the country, the party has a monopoly the vast majority of seats in all legislative assemblies. All municipal meetings (with rare exceptions) — too. This is despite the fact that the whole huge country there are not more than a couple of radio stations and five or six Newspapers, allow themselves to occasionally publish critical materials. This is like that. Enjoy the rare opportunity.

Thus, the election must mean to further the preservation of the existing status quo. And here arises the key question: what are we actually conserving? What is the order of things we are asked to leave unshakable even in 5-7-10 years?

I guess my opinion is not original here: the country is sinking into a new stagnation. And preserve, we offer just a mode of stagnation. Yes, it’s a common analogy, but the reasons for it, alas, is. The essence of the “stagnant epoch” is already well studied. This essence is a combination of police state in domestic politics with the stagnation in the economy, with the depressed situation of the productive and creative forces. There are other characteristics.

It is important that the stagnation usually comes in place of the period of growth and maybe some time to disguise him, to hide behind his veil.

This historical analogy is, in my opinion, helps to understand the dynamics and prospects of the current Russian political regime.

Recall two features of the epoch, the calling of the Association since the 1970s and left us a legacy of not just the tradition and the style, but the whole model of the relationship between power and society — that model.

The first feature is well known. Stagnation meant a long permanent presence in the top ranks of the state several tens of officials, came from the depths of the previous regime. They have arranged for himself, or rather, under the new regime, providing a stable and comfortable control of the government for about two decades. Is the suppression of all those who could come to replace the more or less hard to neutralize opponents.

The second feature is more significant. This apparent dominance of the power of methods and approaches, the power of logic over economic calculation. In other words, the security forces over the entrepreneurs and generally any of the economically active population. Over those who can though something to take away. First they take away assets from “big fish”. Then go for the smaller fish, ending with the demolition of the stalls of street vendors.

Comparable again. The regime, which existed from 1965 to 1985, held by the fully state-owned (and rather inefficient) economy, and since the early 70’s also due to the high oil prices in external markets. And then just stagnated. Economic and technological development slowed down or even stopped. Power pupated, forming around itself a mode of preservation and stasis.

The current Russian regime is known to have provided some improvement in living standards, also thanks to the sale of oil at high prices. And the public sector still continues to dominate the economy — no matter what anyone said.

And the current economy entered a period of prolonged stagnation after a short period of recovery and growth. For part of the population it is not just stagnation, but a slow immersion into poverty. Because the new economy with a new structure over 16 years, during the years of favourable market conditions, to create and could not. But a monopoly on power recreated.

Yes, our current mode is other. The main difference from the first stagnation” — a few surviving 90-ies of the independent media. (Toy multi-party system still does not count: it is very reminiscent of the party systems of the countries of “people’s democracy”, for example the GDR.) But they are smaller, and their voice is weaker.

Yes, the current Russian, more or less market economy Soviet more flexible and more adaptable to crises. And accumulated reserves still can last for some time.

But the main result is, without doubt, will be similar to the first stagnation. The deepening technological and economic backwardness. The poverty of the great majority of the population. Universal injustice.

So, we propose to vote for the predominance of law enforcement techniques and for stagnation, stagnation to choose as a way of life of the country. Already accepted legislative and information measures to ensure such choice.

And I’m willing to believe that many of my countrymen such a choice, unfortunately, today it seems very easy. Sometimes it is very easy to succumb to the temptation and self-deception (although I think that to deceive yourself in this situation, it becomes increasingly difficult).

As you know, the path to the realization of reality and to a new round of development and among individuals and Nations — quite often lies through the overcoming of the illusions and MOROKOV, through bitter disappointment. A couple of election cycles in this way — a mere trifle. It is a pity that in short life is quite a lot.
