The project, which is now tabled for discussion on the portal of legal regulations, changing one basic formulation: if before, in the government report in 2005, stated that “the operator of the data network provides connection services” like Internet service providers (“operators of data transmission networks”), and the telcos, but now it changed.

This paragraph is proposed to be rewritten in another editorial, adding that the services are provided “except for communication services on data transfer for the purpose of voice transmission”.

It is this definition and for the so-called VoIP (Voice over IP), which is based on Skype and similar services.

While the annual volume of the VoIP market in Russia is, according to “Kommersant”, $ 8 billion, with the lion’s share of this amount is necessary just for calls to “normal” phones via the Internet.

In the Ministry of communications, however, argue that developments will not affect the IP-operators, however, refuse to provide detailed comments.

Recall that for “traditional” operators of voice services is a problem for VoIP telephony, much cheaper than usual, for a long time is quite acute, and they have repeatedly tried to lobby for various forms of the prohibition.

Against this background, the State Duma is debating a bill proposed by Deputy Irina Spring, which assumes creation in Russia in the framework of the fight against terrorism and extremism a three year archive of all user correspondence and other personal data. According to the experts, it can cost up to $ 200 billion, which users will be forced to pay “out of pocket” by raising tariffs of cellular operators or additional taxes and fees.
