Italian region has recognized the Crimea part of Russia


The Council of the Italian region of Veneto urged the government “to recognize the will expressed by Crimean Parliament and the people in a referendum”. The MPs demanded “the immediate withdrawal of useless sanctions against Russia.” The resolution adopted in Venice, is only a recommendation, but still clearly shows a shift in the mood of some European elites.

The Council of the Italian region of Veneto passed a resolution calling on the government to condemn the policy of the European Union to the Crimea and to achieve cancellation of sanctions against Russia.

“Sanctions and political ambitions, which do not take into account the wishes of the people”

Voted for the document, 27 of the 51 members of the regional Council. Nine opposed, one abstained, RIA “Novosti”. According to the text of the adopted document, the Chairman of the regional Council of Veneto Roberto Zambetti and the Governor of the region Luca ZAIA authorized to work actively with the government and Parliament of Italy, with the institutions of the European Union to review relations between the EU and Russia, as well as to promote the establishment of a Committee to collect signatures for the abolition of anti-Russian sanctions.

In addition, the regional Council of Veneto encourages the Italian government to “condemn the international policy of the European Union against the Crimea, which is discriminatory and unfair from the point of view of the principles of international law, demanding to recognize the will expressed by Crimean Parliament and the people in a referendum”, and also “to demand the immediate withdrawal of useless sanctions against Russia, which have serious implications for the economy of the Veneto”.

Common sense without global effects

Resolution parliamentarians Veneto is a recommendation, said the head of the EU delegation in Moscow Vygaudas Usackas.

“On the one hand, no one in Russia and the European Union does not feel comfortable when our neighbours accept any restrictive measures. On the other hand… resolution in Venice, and earlier in the French Parliament have a recommendatory character and are not obligatory for execution”, – said Usackas, the radio station “Vesti FM”.

Italy, in contrast, for example, from Germany, is a unitary state, albeit with broad autonomy of the regions.

The formation of foreign policy in any case remains within the competence of the Central authorities. Moreover, the question of sanctions – the result of collective decisions of EU countries. As recalled previously, decisions are made by the government of all 28 EU countries. “There is a very clearly written, which were adopted by our sanctions,” – said the diplomat. But, note, Rome can hardly ignore the opinion of the deputies of the regional Assembly of the party “Northern League” and “Forward, Italy” which are strongly represented in Parliament.

Earlier, the head of the Republic of Crimea Sergey Aksenov has called the initiative of good Italians, but acknowledged that the decision is unlikely to have global consequences, RIA “Novosti”.

In turn, the Governor of Sevastopol Sergey meniailo said that the decision taken by the Council of the Veneto, a victory for common sense. “Common sense will prevail sooner or later. Sanctions – political ambitions, which do not take into account the wishes of the people. Crimea only in modern history two and a half years of Russian and EU politicians will not understand this and will not rest,” – said Menyailo.

“I want the government to not have made strategic mistakes”

The intention of the Parliament of Veneto to vote on the question of the relation to status of Crimea became known on Monday.

The initiators of the vote were 25 deputies of the regional Parliament (only representative body of the province 51 MPs). The initiative, in particular, were made by the three leaders of the largest factions of the Venetian Parliament: Nikola Finko (“Northern League”), Silvia Risotto (“List Jaya” – on behalf of the Governor of the province of Luke Jaya) and Massimiliano Barison (“Forward, Italy!” – the party of Silvio Berlusconi).

As previously noted, the newspaper “Izvestia”, the Governor of the Veneto region Luca ZAIA from the very beginning of the emergence of tension in relations with Russia due to the Ukrainian crisis spoke out against the sanctions.

The authors of the resolution point to the double standards of the EU and the international community in approaches to the situation in Crimea. Also, the draft resolution contains key figures concerning the economic losses of the EU (3.6 billion euros) and Italy from the decline in exports to Russia as a result of the sanctions imposed. Of these losses EUR 3.5 billion are in the manufacturing industry. The Italian exports to Russia decreased by 34% (to 7.1 billion euros in 2015).

With more than 72% of these losses occurred in some of the most industrialized regions of Northern Italy such as Lombardy (loss of 1.18 billion euros) and Emilia Romagna (loss of 771 million Euro). The Veneto in third place in terms of losses of – € 688 million.

“I want the Italian government did not commit strategic errors. But the anti-Russian sanctions – this is the exact error, as well as the apparent non-recognition of Crimea as part of Russia”, – said one of the initiators of the resolution, member of the Venice of Parliament from the Northern League, Stefano Valdegamberi previously visited Yalta international economic forum.

“We want to create a coalition against the absurd policies of the EU. The Venice businessmen and the Italian people share our aspirations, – said the Deputy of Valdegamberi “news”. – In addition, in political terms, Crimea has the right to self-determination, it is absurd to deny it on the basis of international law. Moreover, the absurdity of the policy of the EU is confirmed by the principles of double standards, for example, the situation with the recognition of Kosovo demonstrates that”.

“This is only the beginning”

The official representative of Russian foreign Ministry Maria Zakharova in his comments on Wednesday, said: the vote in Veneto suggests that anti-Russian propaganda in the West has not achieved its goals.

“And the vote on the resolution to the regional Council of Veneto, and other political processes, such as public opinion polls, the referendum in the Netherlands – all shows that the process of anti-Russian propaganda in the context of Ukraine has not so much stalled, how many starts to spin in the opposite direction and to work against those who launched it. This is only the beginning,” said Maria Zakharova in an interview with “Izvestia”.

“Several factors: the Syrian crisis, the General situation in the Middle East and North Africa, the situation with Ukraine, the U.S. intervention in the internal Affairs of not only Ukraine, but also in the internal Affairs of European countries – all of this creates a completely different picture of the future of Europe”, – said the official representative of the foreign Ministry, noting that Europe has lost its sovereignty in foreign policy.

As previously noted in comments the newspaper VIEW Director of the International Institute of the newest States Alexey Martynov, the Venetian parliamentarians vote on the recognition of the reunification of the Crimea with Russia and calling for the abolition of anti-Russian sanctions of the European Union has great symbolic value and compromises of the so-called European solidarity. “The voice of common sense sounds in Europe, and it positively – said Martynov. – There are not only Ukrainian girls win music competitions” (which was regarded as a purely political gesture).

Ukraine through its Ambassador in Rome, Yevhen Perelygin called previously the regional Council of Veneto not to recognize Crimea as part of Russia.

“Given the interest in Crimea, a number of representatives of the regional Council of Veneto, it is advisable that your region has contributed to the process of peaceful return of Crimea to Ukraine”, – said in the text of the appeal by the Ukrainian Ambassador, which gave the newspaper “Izvestia” Venetian deputies, signatories of the resolution on the recognition of the reunification of the Crimea with Russia.
