Presidential structures preoccupied with how we are going to elect a government

Elections to the state Duma of the next convocation could be a fundamentally new: they will set a special public control. It declared that to become an official observer will be able to literally everyone, no restrictions to monitor the voting and counting of votes press will not exist, and to remove observers from the polling stations is possible only by court order. It is the will updated of the Central election Commission, headed by Ella Pamfilova. For the post at the head of the electoral system she resigned as the chief defender of the country — Commissioner for human rights under the President of Russia.

How to make the election transparent and the results unquestionable for the voter? After all, if we want to trust in government, it starts with trust to the procedure of her election. This was discussed at the meeting of the presidential Council on human rights (HRC). It is important to understand that Declaration on top of how to make elections more transparent is one thing and practice work in areas is quite another. One of the speakers, a member of the HRC Ilya shablinski, put this question: to remove the observer from the site now it is possible only by court order. But elections, as we know, are held on Sundays. And the courts do not work on Sunday. So how do you carry out or to prevent removal? In such a situation, of course, you need to get the legislators to clarify the procedure.

Shablinsky also noted the role of the journalist “MK” Valeria Markova, who regularly conducts journalistic observation.

The head of the HRC Mikhail Fedotov drew attention to the fact that the procedure of collection of signatures for candidates has become a business, which is a disgrace to the elections. Candidate who has enough money can pay for the services of collectors of signatures, notaries who notarize petitions, and even to give money to the citizens that they are the signatures passed. And how to be the activist, which will not cost millions of banknotes?

The lawyer member of the HRC Andrei Babushkin believes that the presidential Council and the Central election Commission can combine their efforts to initiate the agreement between the parties to jointly monitor the elections. The parties to each other about it do not agree, because they compete with each other. But if the document will prepare the HRC and the CEC is non-partisan structures that are not fans of this or that political force, party can for him to sign.

One of the surprises of the meeting was the fact that he had not come to the CEC head, Ella Pamfilova. “MK” has received two explanations for this. A member of the HRC Alexander Brod believes: the fact that on the eve Pamfilova discussed the modernization of election procedures with community organizations, and why repeat it a second time? A former member of CEC, Chairman of the Board of the Russian public Institute of electoral law Igor Borisov believes that it has shown the delicacy. “The CEC is a law enforcement Agency. He takes the laws. And in the practice of the HRC we are discussing their performance and suggested possible amendments to the legislation. Therefore, the presence Pamfilova at this meeting could be perceived as pressure on public men”.
