Recently held a meeting on the development of the Amur region, where the region’s Governor Alexander Kozlov reported to the President of Russia Vladimir Putin about the success of the establishment of a refinery in the framework of the TOR “Amur”.
“Amur energy company is implementing the oil refinery with a processing capacity of 6 million tons per year. The plant involves the production of gasoline and diesel fuel. The volume of investments 123 billion rubles, of them have already invested 2.7 billion. Now comes the development of design estimates, construction building site, construction of facilities, auxiliary and social infrastructure”.
The project involves Amur oil refinery plant with annual processing volume up to 6 million tons per year near the village of Berezovka, Amur region. It is planned to produce diesel fuel, gasoline, gas condensate, fuel oil, sulfur, liquefied gases and raw materials for the production of aromatic hydrocarbons.
At a distance of about 50 kilometers from the proposed site is the route of the ESPO pipeline. However, the representatives of “Transneft” has repeatedly stressed that because of limited raw materials, is not ready to connect the refinery to the main pipeline. Currently, the project organizers are working on the possibility of supply of raw materials by rail. But to carry 6 million tonnes of tanks, to put it mildly, extremely difficult. Begs the question: why was not elaborated such an important topic – transporting and why the Governor reported on the achievements, remaining silent about the real problem today?
