Most hostels in Russia will disappear from the market


The state Duma unanimously adopted in the first reading the bill forbidding to place in apartment buildings hostels. This, together with the disappearance of the low-cost segment of the market will lead to higher prices of hotel services.

The idea to ban them in residential areas being discussed since early last year. Deputies explain the increased attention to the hostels struggle with flophouses and brothels that do not comply with elementary sanitary rules. However, the activity of providing hotel services in any case can only be carried out after the provision of essential hostel facilities: Soundproofed rooms, fire security, burglar alarm, etc.

Amendment prohibiting such a transfer were made by a group of deputies in September 2015. According to the authors, in particular, of the Chairman of the Duma Committee for housing and communal services Galina Khovanskaya, hostels violate the rights of residents living in the adjacent apartments. So, only the Moscow office of Rospotrebnadzor in 2015-2016 has suspended work on 26 hostels, which received 550 complaints.

“We believe that any accommodation in a residential area of people who to this space have no relationship, is the provision of services. This is not living and is not governed by the Housing code, and is a service element of business” — believe the developers. In addition, illegally constructed hostels in apartments hinder legitimate business.

However, this may lead to higher prices of hotel services. The fact that utility bills for non-residential premises is much higher than residential.
