Declassified after 70 years, a decree of the Council of Ministers, 1946

The main scientific organizations of the Russian space industry – Central research Institute of machine building (TsNIIMash) today, may 13, is 70 years old. On this day in 1946, the year it was established as a State scientific-research Institute of reactive armaments (NII-88) and worked with that title until 1967. To round the date was declassified and the very fundamental document, signed by Stalin personally – resolution of the USSR Council of Ministers № 1017-419сс, which determined the creation of the entire infrastructure of rocket and space industry in our country.

This document was printed only in one copy and, apparently, was the option for discussions within the Ministry of armaments.

Scientific-research Institute No. 88 (NII-88) was determined in the decree as head of research, design and development and production organization for the creation of reactive armaments with liquid engines.

According to the document, composed of NII-88 had a subordinate pilot plant and design Bureau. And tasks, among other things, included the re-creation of the technical documentation of the German rocket A-4, the production of prototypes and series production of the missile, as well as the creation of new types of missiles and anti-aircraft guided missiles.

Among the main principles of the new organization was marked by the correct organization of labor and wages to employees, the training of more skilled workers.

Concerned that funds the Institute with them could manage on their own, and conclude “all kinds of contracts and deals, relevant to the objectives of the Institute, without a special power of attorney, compliance with existing laws, regulations and orders of the Government”.

Accountable for all periodically had the 7th Main Administration of the Ministry of Armaments.

Subsequently, the Institute has given “a start in life” several of the largest enterprises of space-rocket industry, which was allocated from structure of the Institute as an independent organization. Among them: OKB-1 factory No. 88 (now JSC “RSC “Energia” S. P. Korolev”), NII-229, OKB-2 (now a branch of FSUE “Khrunichev them. M. V. Khrunichev” – FSUE “KBHM them. Am Isaev”). The Institute for continuing comprehensive research and development test of rocket and space technology.

One of the leading departments of the Institute – the mission control Center (MCC) provides a command-software the flight of the Russian segment of the International space station, “Soyuz” and “Progress” space vehicles of scientific and socio-economic purposes.
