This is when the citizens understand that in order to have some social guarantees from the state, the person has to be within a particular legal field,” – said the Director of expert-analytical center of the Russian Academy of national economy Nikolai Kalmykov.

“I would not call it a tax on parasitism, it is correct to call it a collection since paying citizens who receive welfare, medical care and other support, but somehow have the audacity to work illegally. But to this tax is earned and equitable, it is necessary to improve the efficiency of employment services.
