Parasites in Russia, the fine will not be

As stated by the Deputy head of Ministry Andrey Pudov, the government is discussing the question of imposing the tax on “parasitism”. It should be distributed “on employable, but not employed in the labour force of persons”. An analogy is in Belarus, where there is a decree “On prevention of social dependency.” As explained the source of “MK” in the government of the Russian bill aimed at bringing the “shadow economy” in “transparent” area. But he discussed only at the expert level. Officials understand that this measure will not save the country from the underground “millionaire koreiko”, and will lead to the impoverishment of those who earn “on the side” and not physically able to get on the workbook.

Officials finally became concerned about the fact that the Central streets of cities are driving the citizens on the obviously expensive Maserati, who are not able to explain, on what means they purchased them. Many of these “lucky” never work. They live on the inheritance of relatives, income from investments in stocks or other exchange-traded instruments made before other savings or even criminal the money.

This fight not only in our country. In Russia limit the funds laundered through offshore companies, scaling down the mechanisms of turnover, obtained by questionable means, checked Bank account.

But there are other more drastic ways to increase revenues. As stated by the Deputy head of the Minister Dmitry Peskov, Russia has been the introduction of the law on the tax on “parasitism”.

This was in the days of the Soviet Union. Recall that in 1961 the Supreme Soviet of the USSR ratified the decree on strengthening the fight against parasites and has developed measures to address labor unemployment. “Parasitic” way of life declared “outside the law”. It has become a major social evil, which has been denounced almost in the same way as criminal penalties.

Every member of society had to do something useful. The concept of “unmarried housewife” has disappeared: all women were required to work an 8-hour working day (with the exception of pregnant women, breastfeeding and raising children up to a maximum of 3 years).

Man, “to build communism” for more than 4 consecutive months (for various reasons this deadline is sometimes extended to one year), recognized by the parasite. It is regularly frequented the district, and either rebuked or threatened more severe sanctions. Someone even “planted”. Put on this article of the poet Joseph Brodsky. As they say, public defenders, the reasons were political: in a country where there is a planned economy, jobs are taken into account, unemployment has no place. However, in the USSR there were places where unemployment was still in the Western Ukraine, the Caucasus and Central Asia. But they closed eyes.

Is it possible in Russia now? Indeed, the law enforcement officers hate to see when they stop violating the speed limit of the vehicle owner and he checked his papers, surprised how he took money to buy such an expensive machine.

One who has such a machine, solves this problem quite easily. Proves that that same Maserati gave him or he bought it with the money left by “grandmother and grandfather”. All impossible to find. To work they have never worked, employment records had not. That is, taxes are not paid (or paid, but at the lowest rates).

As reported by “MK” a source in the government, it is against such characters and sent a draft law. “However, the approach in this case should be individualized. The law should only affect those who do not work and live on “dividends” or criminal proceeds obtained by questionable means. He should not touch those who have lost their jobs because of the economic crisis. The law should not oblige people that have odd jobs and live on what they get from their own households is growing two-three sacks of potatoes and milk from milking a favorite cow,” — said the interlocutor of “MK”.

Therefore, according to him, this bill will never become law. The initiators suggest to follow the Directive of the President of Belarus Alexander Lukashenko On the prevention of social dependency.” According to which, if the citizen was not to take more than six months, you are obliged to pay tax in the amount of 20 basic units, which in Russian roubles today is about 14 thousand rubles (this is based on the Belarusian starting criteria, in Russia, they, of course, will be somewhat different — not 14, but 7-8 thousand).

This amount is not able to pay even working citizen. In Russia the number of officially registered unemployed citizens increased by 0.2% to over 1.5 million people. If you take on the “Belarusian” principle, which is fixed, but unlikely to work in practice, the additional budget revenue following the introduction of this law in life, have a monthly reach 21 billion rubles.

But for the owner of the Maserati to pay 7-8 thousand ( and even to 14 thousand) in a month — no problem. For all other, including working people, it’s too much. The minimum wage in Russia on 1 July 2016 shall be 7.5 thousand rubles. If it enters, many people who live in their own household and has not reached retirement age, will simply cease paying all sorts of taxes — they just have no money to pay. Revenues will not increase. Those who own a Maserati, not poorer. Perhaps someone from the business will go back into the shadows. And who has a soul a penny, will be ruined completely,” — said the interlocutor of “MK” in the government. So, in his opinion, the bill is clearly a failure and, rather, is configured to pre-election mood.
