The Minister of sport Vitaly Mutko on Sunday acknowledged that the construction of a new Samara stadium for the 2018 world Cup suspended. Later, the Minister said local authorities: construction continues, but the decision was made to change the contractor that will be selected soon from the Samara firms. The area management promises to meet the deadline, insisting on the old “price priority.”
Two big things
Sports Minister Vitaly Mutko said that the construction of the arena in Samara to the world championship of 2018 has stopped.
“There is no doubt that a change of contractor will not affect the timing of delivery of stadium”
“This week we have two big things. Samara stood in the stadium, it is necessary to resolve this issue. I need to take examination, while you think even the contractor”, – quotes its words of RIA “news”.
There are difficulties with the Kaliningrad stadium. “In Kaliningrad it is necessary to fly one day, to solve the issue with the ground. These two cases are very serious, two very complex issue,” the Minister added.
Immediately after that, the official explanation made by Samara authorities. The construction of the stadium was not frozen, said the head of the press service of the regional Governor Nikolai Merkushkin Ilya Chernyshev, TASS reports.
“I want to emphasize that the construction work on the project is not stopped. Subcontractors continue to perform the scope of work undertaken within the framework of contractual obligations”, – he said.
While in Samara decided to change the contractor of construction due to the fact that former contractor – PSO Kazan” – has requested an increase in the cost of work. The experts that were part of the ad hoc working group, disagreed with these requirements. They have evaluated the object and stated the need for compliance with previous “price priorities” identified in previously agreed contracts.
“The new contractor will be determined in the near future. There is no doubt that a change of contractor would not affect the deadlines of the stadium. As planned, the construction of the football stadium will be completed by the end of 2017”, – said Chernyshov.
A source familiar with the situation said that the contractor will be selected from the Samara firms.
Unique in its kind
“Samara arena” for 45 thousand seats, will take six games and the future of the tournament: four games in the group stage, including a meeting with participation of the national team of Russia, and also the 1/8 and 1/4 finals.
In April the Minister of sport reported that the construction here is with a lag of two to three months. The delay was due to revisions in the design documentation associated with the changes in security issues, noted by “R-Sport”.
In the International Federation of football associations (FIFA) it was assured that such deviations do not bother much organization, since projects of this large scale are often associated with problems in the construction phase.
The publication Pro Gorod Samara notes that recently in a city on the Volga came FIFA and the Commission assessed the progress of work. After the inspection, Samara was given a positive assessment. According to the members of the Commission, the stadium should be unique in its kind, and adaptability, not to give in, even Moscow’s “Luzhniki”.
Samara region Governor Nikolay Merkushkin told me that the designers should consider at the stadium, two levels of sky boxes. There during the 2018 world Cup will take place the VIP-spectators, FIFA partners, etc. Also there will be another indoor level. It all has a role to play in hosting matches at the highest level.
At the end of March, the Internet appeared a video made by a drone, showing the process of construction of the stadium “Samara-arena”.
Everything will be done
A hand “on pulse” and keeps the country’s leadership. In December last year, the President of Russia Vladimir Putin during the big press conference said that all projects related to the world championship on football in 2018, will be implemented.
The RFU and the head of sport Vitaly Mutko said that the whole programme of preparation for the world Cup for the year done, and Vladimir Putin gave her a positive evaluation.
Championship games will be held from 14 June to 15 July 2018 12 stadiums in 11 Russian cities: Moscow, Saint-Petersburg, Kazan, Nizhny Novgorod, Saransk, Kaliningrad, Volgograd, Yekaterinburg, Samara, Sochi and Rostov-on-don.
Two stadiums are already ready – it’s “Open arena” (Moscow) and “Kazan-arena”. In addition, reconstruction of stadiums “Luzhniki” in Moscow, “Central” in Yekaterinburg and “Fisht” in Sochi. In 2017 will be commissioned arena in Saint-Petersburg.
Facilities in Kaliningrad, Volgograd, Samara, Nizhny Novgorod, Saransk and Rostov-on-don are built from scratch.
Recently it was reported that preparations for the world Cup in Rostov-on-don is progressing at a record pace and from all directions: develop sports infrastructure, transport sector, hotel sector. Large-scale innovations in this regard will ensure the development of the region for decades to come, said Governor Vasily Golubev.
But, for example, in Yekaterinburg prosecutors opened a criminal case on the fact of bribery of high-ranking employees of the Ministry for state property management in Sverdlovsk region. According to investigators, they took the money for the shelter at purchase overpriced private buildings around the Central stadium, which rekonstruiruet for the 2018 world Cup.
Another problem is economic. In April of last year Vitaly Mutko told about the estimated 40-percent rise in the cost of stadiums due to the growth of the exchange rate and dollar-denominated contracts. “We signed some contracts in dollars, but to buy the dollar became more expensive. Therefore, in order to buy something, you need to increase the ruble component. In General, we are about 30-40 percent more expensive”, – lead his words “R-Sport”.
In order to save the organizing Committee of the 2018 world Cup even asked contractors to replace imported materials and equipment to the Russian analogues.
That the championship of Russia will result in “a tidy sum”, in 2012, wrote the newspaper VIEW. It was noted that the cost is several times higher than the cost of South Africa at the 2010 world Cup, but will yield to the cost of Poland and Ukraine at Euro 2012.Related posts:
