Beijing responded to Obama on who should write trade rules

USA in a hurry to conclude two major agreements – the TRANS-Pacific and Transatlantic partnerships. The first document will force all to play by American rules,” said Barack Obama. About the second he tactfully said nothing, but the Europeans have guessed that his destiny is similar. Praising its uniqueness, the US did not notice that their dreams are under threat. Response to Washington immediately gave Beijing.

Agreement on a TRANS-Pacific partnership (TPP) will force all countries to comply with U.S. trade rules, said on Tuesday the US President Barack Obama: “the Construction of walls for isolation from the global economy only isolates us from the incredible opportunities it brings. Instead, America needs to write the rules (world economy). America needs to decide. Other countries must play by the rules set by America and its partners, and nothing else. TTP – just something that will allow us to do it,” – said the American leader, who was quoted by The Washington Post.

“America needs to write the rules (world economy). America needs to decide. Other countries must play by the rules set by America. TTP – just something that will allow us to do”

“The world is changing, and rules with him. USA, not the country like China, must write them,” – said Obama.

The Beijing not long in coming. The official representative of the foreign Ministry of China Hong lei reminded, that international trade rules should be established by all States together, not to be dictated by one of them. “The United States is very ambitious, making such statements, I’m afraid they do not take into account the long-term prospects,” – said Hong lei.

We will remind, the President of the United States announced the agreement on the TPP in October 2015. In February 2016 the trade Ministers of 12 countries (USA, Canada, Mexico, Peru, Chile, Japan, Malaysia, Brunei, Singapore and Vietnam as well as Australia and New Zealand) have signed an agreement on the TPP, which will create a free trade area in the Asia-Pacific region.

This Association in absentia competes with other economic initiatives, which involved China, in particular the regional Comprehensive economic partnership (VERP). It envisages the creation of a free trade area between 10 ASEAN countries and six countries who have individually already have such an agreement with ASEAN, including China, India, Japan and South Korea.

According to Hong lei, China is open to the TPP and believes that the TTP and VERP can complement each other in the process of creating a free trade zone in the Asia-Pacific region. However, Obama disagrees with him. Continuing the theme, the American President once again criticized VERP, stating that the agreement will not prevent unfair competition from state-owned companies and companies that are subsidized by the state. In addition, according to the President, it will not protect Internet freedom and intellectual property of American manufacturers.

However, the TPP agreement must still be ratified by each country. Here is the beginning of problems with “incorporation” perspectives, especially the main initiator of the agreement. In the United States to ratify the document should Congress and its Republican majority opposes the agreement.

“Not just trade-economic NATO”

Another global project of the United States, which is supposed to change the world – negotiating a Transatlantic trade and investment partnership (TTIP), free trade area of the European Union and the United States.

Earlier, the newspaper OPINION noted: this is not just a “trade-economic NATO”. A common market of Western countries, the rules of the game which will have a huge impact on the entire world trade and economy (that is, all others are forced to somehow respond to the emergence of TTIP, which will change the rules of world trade). The agreement does not simply connects the two shores of the Atlantic the same rules, but put transnational corporations and institutions above the nation-state. That is in addition to the existing constraints of the sovereignty of the countries of the West such as NATO and the European Union will be legally enshrined protection of the “rights” of global business.

The agreement is kept secret – and for good reason. The main force interested in it, is a transnational Corporation. Overall it is profitable and the USA – they will be able to further bind itself to Europe, whose market will be at their disposal. Europeans also lured free access to the us market, but it is in words, but in reality, the States refuse, for example, to allow European firms to their public procurement. It is clear that the convergence of the American and European standards will reduce the highest European standards, will hit consumer protection and the labour market.

Europeans demand that the US concessions: “France suspends negotiations on TTIP between the EU and USA, if there is no progress,” said French Secretary of state for Affairs foreign trade Matthias Fekl. He explained: “France will not accept the agreement, which will be blurred”. According to Thekla, Europe has already made many proposals, but the officials are still very few serious counterproposals, and without concessions from the United States talks will be meaningless. French President Francois Hollande also said that France can still say no if the conditions that it creates during the negotiations on the TTIP, for example, the transparency rules will not be executed.

The United States put strong pressure on the EU

As expected, any significant concessions to the US are not going to go, on the contrary, resort to more traditional methods. On Monday, the newspaper Süddeutsche Zeitung, citing documents at the disposal of Greenpeace, said that the United States exert a strong pressure on the EU in the negotiations on the agreement on free trade area, in particular, Washington has threatened to complicate the export of cars from EU countries to the US if the European Union refuses to buy U.S. agricultural products. The documents also indicate that the U.S. refuses to yield to the EU on the issue of the replacement of private arbitration courts by consideration of commercial and investment disputes in a transparent national merchant ships.

In addition, according to the documents, the United States opposes the European principle that products can be approved for sale only if it is proved that they do not cause harm to human health and the environment. The United States also require the application of its practice, which can lead to the fact that Europe will get the spread of genetically modified foods and plants, said Süddeutsche Zeitung.

Germany’s economy Ministry declined to confirm the authenticity of secret documents. But government spokesman of Germany Steffen Seibert said: “We take this (publication of documents) note. He added that the Cabinet expects to complete negotiations on TTIP until the end of 2016.

“The Europeans are outraged American conspiracy”

European media expressed much more strongly. “Shocking leaked text to TTIP tells about the beginning of the end of the hated trade deal between the EU and the United States and is the most important moment to discuss the separation of Britain from the EU” – said in an interview with The Independent author of the book “TTIP: Charter for deregulation, an attack on jobs, an end to democracy John Hilary.

The documents prove that, if the agreement will be concluded, American companies will have unprecedented control over the European sanitary norms and safety rules, pointed out, Hilary. So European leaders will have to either completely abandon the talks on the agreement or they will see how the whole European project will collapse before their eyes.

“The list of shortcomings of the planned agreement between the EU and the United States proved to be too impressive: the unfortunate situation with transparency, arbitration courts and so on. Europe cannot afford to compromise where it comes to its standards”, – emphasized and Deutsche Welle. The newspaper added that “the agreement is so serious scale should be transparent from the outset, otherwise people will start to suspect that the main purpose of the transaction – the creation of better conditions for multinational corporations,” said DW.

The Western media note that Obama struggles to reach a deal by early next year, before he leaves office. However, due to the leaks of secret documents to a temporary freeze, apparently, can not be avoided. Obama “is trying to strengthen political and economic ties across the Atlantic, but the main points of his agenda in the trade agreement give only opposite result, – underlined Time. Now many Europeans are outraged and see an American conspiracy to undermine their democracy and environmental standards.”
