Putin signed the law on the free distribution of land: where to obtain hectare

From 1 June 2016, the Russians will be able to obtain free of charge one hectare of land in the far East. Vladimir Putin signed the modern version of the law “Land of people”. However, no hype, and especially the mass migration of citizens in remote regions of the country, are expected.

Formally, this initiative is very similar to Stolypin’s project of resettlement of peasants in the far East of the Central provinces of Russia. More than a hundred years ago the number of displaced persons exceeds 3 million people. Thus, the demographic and economic situation in remote regions have managed to drastically improve in just one decade. If it works now?

On the one hand, the harsh climate, poor infrastructure, poor population have not gone away. According to the Institute of economic research, 1991 and 2012 the population of the Far East fell by 1.8 million people. However, in Stolypin’s times, most of the population were peasants. And if the government gave the land free of charge, paid for the move, people were willing to go anywhere.

And now more than 70% live in cities. Russia has long been not an agricultural country. Now the authorities undertake no costs. Question about tax benefits for future landowners is in progress. In addition, in order to avoid corruption free acres will not be handing out close to the cities.

Don’t forget that one hectare for the introduction of normal agricultural production is too low. In the best case you can put the aviary or apiary. Profitability will be small. The bird and the honey is likely to go for their own subsistence.

In March 2016 in Yakutsk, a rally was held against the inclusion of the Republic in the law on the free distribution of land. The participants decided that the rights of indigenous people and demanded to hold a referendum.

“There’s a chance that many consider a hectare as a kind of lottery and will seek to get land in the hope that you will find gold, diamonds or oil,” – said the head of Yakutia Egor Borisov. However, the Yakuts had not heard.

According to the signed by the President law the Russians until 2035 will be able one time to get free of 1 hectare of the earth in Yakutia, Kamchatka, Primorye, Khabarovsk territories, Amur, Magadan, Sakhalin, the Jewish regions, the Chukotka Autonomous district. The site is available in five years.

Subject to the development of land it will be possible to rent or get a property. During the year after giving the plot a new owner is obliged to notify local authorities on the preferred method of use. If the land is not going to work, it will withdraw. For registration of will is a simplified procedure, which is also not yet fully developed. From 1 June 2016 in some municipalities earn their first pilots, and since February of 2017, the stations will be able to all citizens without any restriction, regardless of place of registration, in any subject DFO.
