Parliament, after Prime Minister Yatsenyuk from the post of the cries “well Done!”, finally approved the new Prime Minister of Ukraine. They, after long haggling, he became the youngest speaker of the Rada Volodymyr Groysman. A new Cabinet charged with restoring the defense and the return of Donbass. In the government for the most part – the same faces, and the viability of this team is questionable.
“The failure of the government already programmed his design”
For this decision voted 257 deputies with the required minimum of 226 votes, reports RIA “Novosti”.
In addition, the Rada fulfilled the condition, which, as reported, put Yatsenyuk – has cancelled the February decision on the recognition of unsatisfactory work of the Cabinet.
In a farewell speech that the former Prime Minister spoke to the deputies, he said “thank you opponents and enemies for making me stronger.” “Together we have done a lot for country and people, but we need to move forward. Please accept my resignation, and ahead of us expect great things,” – said Yatsenyuk. Immediately after the announcement of the retired Prime Minister left the room to applause and chants of “well Done!”.
Recall that Yatsenyuk announced his decision to resign, it was learned Sunday. But a government crisis, accompanied by attempts to send the government at rest, lasts more than two months. We will remind, 16 February Parliament called unsatisfactory work of the government of Yatsenyuk, but then failed to send “attaboy” to resign because the resolution of no confidence in the government has not gained enough votes. After that, a number of factions announced their exit from the coalition that made the majority in the Parliament is dysfunctional.
Now Yatsenyuk said that after his resignation must be “immediately elected a new government” and also created a new constitutional majority in Parliament, without which the destabilization is inevitable.
At last putting the new government, the Verkhovna Rada protect themselves from early dissolution – recall that on the eve of Petro Poroshenko has threatened new elections if the Parliament gives the green light on the formation of the new Cabinet. Early elections to the Verkhovna Rada of Ukraine will not be held, said the head of the parliamentary faction “block of Petro Poroshenko” Yuriy Lutsenko (who, incidentally, was regarded as one of the “alternative options” in case Groysman will not give its consent).
Poroshenko, addressing the new government with his speech in the Parliament, said that “the main challenge” of the new government will be “renewal of Donbass” (as Poroshenko’s words literally conveyed the news Agency) and the restoration of Ukraine’s defence capability.
Familiar faces and newcomers from the team Poroshenko
The new government, at the head of which stood Volodymyr Groysman will differ a record number of Vice-premiers – at the head of the Cabinet of Ministers six deputies. But the personal composition of the government, most likely, will not be fundamentally different from the Cabinet Yatsenyuk. President Petro Poroshenko insists that their posts will keep foreign Minister Pavlo Klimkin and defense Minister Stepan Poltorak, RIA “Novosti”. After a long bargaining retains the portfolio of Minister of internal Affairs Arsen Avakov. From the old to the new government will move the head of the Ministry of justice Pavel Petrenko, the Minister of information policy Yuriy stets and the Minister of youth and sport Igor Zhdanov.
Among new staff is dominated by immigrants from around the President. According to TASS, the Ministry of energy and coal industry headed by Igor Nasalik (now – the Deputy from “Blok Petro Poroshenko”), the Ministry of Finance is an American expert Natalie Jaresko should be headed by Oleksandr danylyuk, the current Deputy head of the presidential administration, Poroshenko’s representative in the Cabinet. TASS noted: it is indicative of the candidacy of the new head of the tax Department – State fiscal service. MP Nina Southerner for a long time worked as an auditor of companies associated with the business Empire Poroshenko.
“Shame and humiliation”
Personal composition of the government has drawn criticism. “When we looked at the proposed composition of the government has six Deputy Prime Ministers headed by the Prime Minister, 16 Ministers is invited to adopt as the members of the government. Of these, only one Minister has an origin and worked in Eastern Ukraine,” – said during the discussion in Parliament the leader of the faction “the Opposition bloc” Yuriy Boyko, former Deputy Prime Minister and head the Ministry of energy. “All the rest 22 members of the government or the people of Kiev or the Western Ukraine. We believe that it is a shame. It will be a humiliation for our voters”, – says Boyko “Interfax”.
Ex-Prime Minister, the leader of the faction “Batkivshchyna” Yulia Tymoshenko announced: “the Batch ballot means that there is no trust. The chairs change places, not people. Therefore, the “Batkivshchyna” goes into European democratic opposition”.
As noted in comments to the Agency TASS, the Ukrainian political analyst Kost Bondarenko, the new Cabinet will depend on the relations between the two factions finally formed a new coalition – the “Block Poroshenko” and “Popular front” Yatsenyuk. These two forces, as suggested by an expert “will constantly blackmail each other”, the government will become “a hostage of the coalition” and the result will be “fragile and short-lived”.
Director of the research Center for civil society problems Vitaly Kulik also doubts the future of the new Cabinet. “The failure of the government programmed the construction of – said Kulik. – Backstage, the principle of appointments of Ministers lays the mistrust of society to a future Cabinet”. He predicts that the study of Groisman also suffer quick dismissal that will lead to early elections to the Verkhovna Rada.
The instability of current designs due to the fact that the speaker of the Rada Volodymyr Groysman, who “moved” with the legislative branch on the Executive, rather, an independent player, rather than a representative of someone else’s team.
38-year-old Groisman originally from Vinnitsa. His father, Boris Isaakovich Groisman, Director of private enterprise “Youth”, between 2002 and 2006 was a Deputy of the Vinnytsia city Council. According to the Ukrainian edition of radio “Freedom”, in 1994 at the age of 16 Volodymyr Groysman was appointed Director of private small enterprise “the EYE”, and in November 1994 became the commercial Director in his father’s firm. In 1994-2005 Groisman (2003 – degree in law) – Executive positions in commercial structures.
He started his political career in 2002, when at age 24 he was elected Deputy of Vinnytsia city Council on the results of the same election, won by his father. The business career of the youngest of the deputies of Vinnytsia was completed in 2005 in connection with election of the acting mayor of Vinnytsia.
In March 2006, the 28-year-old Groisman, then the representative of the party of Viktor Yushchenko “Our Ukraine”, was elected mayor without the prefix acting – with the support of the most promising at the time of force, “Yulia Tymoshenko Bloc”. In 2010 he was re-elected – as noted, unprecedented for the Ukrainian municipal elections support in 77.8% of the vote.
The coup of 2014 has added momentum to the careers of Groisman. Shortly after the events at Maidan in Kyiv, February 27, svezhenanesenny Prime Minister Arseniy Yatsenyuk has invited the mayor of Vinnytsia for the post of Deputy Prime Minister, Minister of regional development, construction and housing and communal services.
The main focus of the work of Groisman was named the project of decentralization of power and local self-government (in particular, it was supposed to give communities the right to follow established in their regions, cultural traditions, customs and to choose the language of communication within the community, despite the fact that Ukrainian remains the only state).
This project Groysman continued to curate and in new quality – on a post of the speaker of the Verkhovna Rada, which he led on November 27, 2014 (following the presidency of Oleksandr Turchynov, the current head of the NSDC). If the Kiev government Groisman got to feed Yatsenyuk, a contender for the role of Prime Minister he was not without the help of the environment Poroshenko. Back in February, when a government crisis became obvious, the head of the presidential administration and the business partner Poroshenko, a multimillionaire Boris Lozhkin Groisman mentioned among the candidates.
An absolute majority
On Thursday morning Rada has registered a draft resolution on the appointment of the speaker Volodymyr Groisman to the post of Prime Minister.
On the eve of the coalition faction of “Block of Petro Poroshenko” and the party of Arseniy Yatseniuk “popular front” with the absolute majority supported the candidacy of Groysman reported by press Secretary of the Parliament speaker Dmitry Stolyarchuk. Thus, the requirement Groisman (who said that he would agree to lead the new government if it supports the coalition in Parliament) was accepted. According to Stolarchuk, another vote coalition supported the new government.
The coalition in the Verkhovna Rada decided to propose to the post of the speaker of the deputies from the “Popular front”, the former head of the NSDC Andrew parubiya.
Even before Groysman announced agreement on the format of the new government, which should be supported by the coalition. On the same day the head of the faction “Block of Petro Poroshenko” Yuriy Lutsenko said that the approval of a candidacy of the new Prime Minister of Ukraine and the Cabinet of Ministers is over.
However, as noted by the newspaper VIEW, transfer chairs from Prime Minister Yatsenyuk to Groisman has been far from smooth. In the last days before the decisive vote, the administration Poroshenko, Groisman himself and the entourage of the former Prime Minister fighting for Ministerial posts, which Ukrainian journalists were compared with bidding in the Bazaar in native talked about the winery or in Chernivtsi (homeland Yatsenyuk).
“Groysman and Bankova (the presidential administration) are arguing over who will appoint loyal Ministers”, – wrote in Twitter the MP from the “Block Poroshenko” Sergei Leshchenko. His colleague on fraction Mustafa Nayem said, Groisman could not make the candidacy of the first Vice-the Prime Minister – this post was offered to Poroshenko’s protégé, the Deputy head of the presidential administration Vitaliy Kovalchuk.
“Among the partners there is no agreement on the candidates of the PPB. “Popular front” is waiting for, but every patience has an edge”, – commented on the talks, interior Minister Arsen Avakov, who was part of the previous government under the quota of the party of Yatsenyuk. The Deputy from “Popular front” Victoria syumar stated that the responsibility for delaying the formation of the new government rests solely on the “Block Poroshenko”.
Until recently considered alternative options in case Groysman will not agree to head the government. If the candidature of the Finance Minister Natalia Jaresko has not reached the finish line, even before we mentioned the names of the former head of the national Bank (now the representative of Poroshenko in the Parliament) Stepan Kubiv and leader of the faction “Block Poroshenko” Yuriy Lutsenko.
As summarized in comments to the newspaper VIEW Director of the Ukrainian Institute of analysis and management policy, political scientist Ruslan Bortnik, the auction was carried out in three directions. First, between Poroshenko and Groisman on one side and the party Yatsenyuk on the other; secondly, between the “Block Poroshenko” and by Groisman, and, finally, thirdly, the bidding continued between various groups of influence in the “Block Poroshenko”.Related posts:
