Spring in the Duma introduced a draconian bill to promote extremism

The documents included the head of the Duma Committee for security and combating corruption Irina Spring (“United Russia”) and the head of the Federation Council Committee on defense and security Viktor Ozerov.

Apparently, we have the same “anti-terrorism package”, which was essentially written before the terrorist attacks in Paris last fall, then promised to citizens in response to these attacks, and several months was finalized and agreed on in the bowels of law enforcement bodies and special services.

In the explanatory note the authors refer to the national security Strategy, approved by the decree of President Putin in late December, and argue that initiatives to create new mechanisms to counter terrorism and extremism.

A detailed analysis of all proposed numerous innovations ahead, but first drew attention to the proposal to Supplement the criminal code of such new composition as “Promoting extremist activity”.

It will be considered a “declination, recruitment or other involving of the person in the Commission of at least one” of the following crimes.

In the list – article 280 of the criminal code (“Public calls to extremist activity”), article 280.1 of the criminal code (“Public appeals to implementation of actions aimed at violation of territorial integrity of the Russian Federation”), article 282 of the criminal code (“incitement of hatred or enmity, and humiliation of human dignity”) and 282.3 of the criminal code (“Funding of extremist activity”).

Punishment is promised quite a severe: no alternative to deprivation of liberty for a period from 5 to 8 years with a fine in the amount up to 500 thousand roubles or without it. If “support” was carried out by a person using his official position, the prison terms increase: minimum 8 years, maximum 15 years.

Noteworthy fact: all these articles except the one on funding, mainly punished “for the words” printed in the newspaper or on the Internet, spoken at the rally and on TV. Of the formulated composition, is not very clear what may constitute “involvement” or “recruitment” under such acts. In the explanatory note no explanation for this.

The concept of “extremism” in the profile law “On counteraction to extremist activity” a very widely: among the 13 points that reveal it, is “a violent change of bases of the constitutional system and infringement of integrity of the Russian Federation” with “public justification of terrorism”, and the excitation of discord, and obstructing “citizens from exercising their voting rights” and “legitimate activities of government agencies”, as well as election commissions, local governments and other organizations…
