The path to the normal budget one: democracy


The structure of budget expenditures is the main indicator of the real, not the declared priorities of the government. To declare and promise can be anything, but financing the most important areas will increase, and insignificant variables are reduced. For the estimation of priorities costs are of secondary importance: on the one hand, different areas have different capital requirements and are funded in different ways (so, you can not compare the expenditures of the Federal budget, such as defense and health care as the second coming means basically regions). The main priority of the budget is not in doubt: it’s defense, the cost of which increased from 13.9% in 2011 to 20.1% in 2015. However, in 2016 its share will decrease to 19.6%, due to the growing pension crisis: “plugging the holes” in the Pension Fund will go for 19.1% of costs (and thanks to the “valorization” of pensions, instead of rubles we are awarded unclear points, in 2014 the share of pension expenses fell from 20.5 to 15.2%).

The reason the pension crisis is a crazy regressive scale of mandatory social contributions, in which the burden of mandatory contributions is the harder than poorer people. Building in Russia a tax haven for billionaires and tax hell for the rest pushes millions of people to “shadow” and deprives the Pension Fund — and even if touching yourself caring about the liberal government Medvedev will raise the retirement age to 70 years and reduce the pension to the subsistence minimum, it does not soften pension crisis.

Surprisingly, the law-enforcement system and security, in spite of constant liberal hysteria, are by no means a priority for the government. Expenditures grew only until 2013 (from 11.5% in 2011 to 15.5%), but in 2016 will be reduced to 12.3%.

Not smaller surprise was the relatively high prioritisation of expenditures on the economy. In 2014, their share exceeded 20% and was the highest among all the aggregated items of expenditure, and it was not associated with branding projects (it is worth Recalling that the Olympics took place in February). It was probably the most valid attempt at real modernization, completely gone “the whistle” because of unpunished corruption and arbitrariness of monopolies and therefore completely unnoticed by society.

Extremely unpleasant, unjustifiable tendency — clear, almost-fold reduction of priority health care (from 4.8% in 2012 to 3.3% in 2016) and education (5.0% in 2013 to 3.6%).

Even against this background looks terrible decline in the share of spending on assistance to the regions by almost a quarter in two years: from 5.5% in 2014 to 4.2% in 2016. In the context of a budget catastrophe, arranged by the liberal government Medvedev in the regions (so, in Zabaikalsky Krai in 2016 the budget is adopted with expenditures for state employees only eight months more of no money, and no ideas about how to get them), a further reduction of this assistance is difficult to interpret other than as a conscious destabilization of the country.

One of the fastest growing and, accordingly, one of the priority expenditures of the budget is interest payments on public debt: its share in the budget will grow from 2.7% in 2013 and 2.8% in 2014 to 4.0% in 2016.

Of course, the ruble devaluation greatly increased the burden of external debt: at decrease amounts for 2015 by 15% (from 599 to 515,3 billion.) its share in GDP jumped from a 32.2 to 42.4% at a safe level for monopolized and inefficient economies of our type in 30%. However, the share of the state external debt of Russia is less than 6%, so the growth of expenditure on interest payments caused by the growth of domestic debt. Budget choking from unused money (which, according to reports of the Ministry of Finance, on 1 February there was a 10.2 trillion rubles.), new loans are not needed; rather, the real goal is the promotion of financial speculation for the sake of speculation and hardly disinterested pumping taxpayers ‘ money into the pockets of bankers.

More than 47% of the participants described the situation in which the liberal government does not use the accumulated budget of 10.2 trillion rubles for the needs of Russia, “a criminal offence”, and nearly 41% believed that the budget “there is no money, everything has already been stolen and only paint them in the reports.” All other variants have a negligibly small number of supporters: “right action” is considered to be the policy of the government Medvedev is less than 4%, “something else” and “difficult to answer” a little more than 3% and less — 2,5% — points to “an honest mistake”.

So constant and blatant violation not only of common sense and urgent needs of the country, but public opinion carried out PRIVATNIJ liberals, is only possible because of the weakness of Russian democracy, which never recovered after the shooting the House of Soviets in 1993 and only very indirectly and partially with a delay, often unacceptable, expressing the interests and will of the people of Russia.

Modern liberalism, swearing by the democracy and imposing under her mask, robbery and terror to all whom it may reach, in fact, denies it.

However, the perversion of values is not able to destroy: democracy remains one of the most valuable inventions of man.

Its crisis and even dying in the West demonstrates not only hostile to their people policies of the governments of even the most developed countries, but also a complete disregard of modern technology that can qualitatively enhance it and dramatically increase its effectiveness. Comes to save US in the medieval institution of the electoral College by which the President can be a person in favour of whom the minority of voters! This situation occurred three times (last time in 2000, with J. Bush), and never elected by the electoral College against the will of the voters, the President had not been “successful”.

Meanwhile, information technology, ultimately simplifying communications, today allow to implement a distributed and permanent principles of democracy.

First of all — the state may operate on the basis of cheap and lightning referenda at least a few times a day. It is quite implement the principle of delegation of votes, when people, aware of his incompetence to decide the question, can transmit the voice to the one who is considered a specialist. Say, when discussing the fate of the voice of medicine may be referred to the physician, while determining scientific policy scientist. If the specialist won’t like it, people will be able in the next vote to transfer the vote to another, or vote yourself.

In addition, today’s communication, simplifying the voting process, allow democracy to become a daily occurrence and not something that is implemented every few years, and to ensure the continuing responsibility of all elected officials. it’s possible to restore the institution of revocation once elected at the early elections (if, for example, are dissatisfied with them gathered more than 20% of votes). However, if early elections will leave previously elected in his place, those responsible will have to pay for their conduct, but after the creation of the appropriate infrastructure, these costs can be prohibitively high.

Existing technologies make it right today, and for ridiculous (compared to the usually requested for “information technology”) money.

Of course, this will not eliminate all weaknesses and vulnerabilities of democracy — but at least qualitatively enhance its effectiveness and make us victims of a dumb subservient hostile to us in the West people taking decisions about their future consciously and directly responsible for them.
