Syrians torpedoed the Declaration of Kurdish autonomy

Moscow maintains close relations with the Syrian Kurds, which became a serious military and political power, but wary of proclaimed Kurdish autonomy. And in Damascus, and Ankara is perceived in bayonets. Illustration of the differences was the conference held “on neutral territory” in Moscow, with the participation of Arab, Kurdish and Russian experts.

Moscow is in constant contact with the Syrian Kurds, adhere to the principle of the unity of Syria, said on Friday Deputy foreign Minister of Russia Mikhail Bogdanov. “With the Kurds-we have good contacts. We connected with them, not only with the party of the Democratic Union, but also with some other organizations, independent figures, even from Damascus came the Kurds”, – quotes the Minister RIA Novosti.

“Some believe that federalization will destroy Syria. Others are convinced that she will save this country”

In his words, “among the various delegations have different views and approaches, and our goal is to help them find a common language and common denominators”. Note that that the United States and Russia reached agreement on increasing efforts to connect the Syrian Kurds in talks between Damascus and the opposition in Geneva, said Friday the Minister of foreign Affairs Sergey Lavrov. This is one of the results of negotiations of the Russian leadership with U.S. Secretary of state John Kerry.

“National interests should prevail over partisan and ethno-religious. Syria is one country, and it is impossible to pull apart in different directions, it will be bad for the Syrians and for the region”, – said Deputy foreign Minister Mikhail Bogdanov.

However, it is clear that different political (and ethno-political) forces Syria – even one located on the front line of the fight against ISIS – understand the unity of the country in different ways. The desire of the Syrian Kurds to self-government and federalization, their willingness is already here and now to proclaim autonomy, are perceived by certain circles in Damascus is hardly as not a call to split the one and indivisible Syria. On the other hand, the representative of the initiators of autonomy – Kurdish party “Democratic Union” Abd Salam Ali said recently: “We hope that our example will be helpful for other nationalities and religions living in Syria. Our experience can be useful for alawites and Sunnis. Perhaps this is the key to peace in our country”.

“Buried alive”

Who’s friends with who and fighting in Syria and Iraq forcing the Syrian Kurds to make the creation of a Federal region in the North of Syria? Was it a kind of answer to what the Kurds were not invited to participate in inter-Syrian negotiations in Geneva? What degree of autonomy and in what areas to achieve the Syrian Kurds? On these questions tried to answer last day before the International press center MIA “Russia today” multimedia round table on the topic: “Syrian Kurdistan: federalism and political consequences”. The discussion was not without emotional conflict between the speakers, Arabs and Kurds.

“The facts of life the Kurds proved that they had been marginalized by Damascus. As Western orientalist, the Kurds of Syria were buried alive, insisted the President of the Institute for media and political analysis (Erbil, Iraqi Kurdistan) Radwan Badni. – Naturally, at the first opportunity, they rose up against their oppressors. Solution to the Syrian Kurds are extremely important and fateful. Unfortunately, three attempts of the President of Iraqi Kurdistan Masoud Barzani of the Kurdish associations did not provide significant results,” said Budny.

Now the fate of the Syrian Kurds, said the expert of Iraqi Kurdistan. “Will they return to the state before the revolution, when they had no rights, or the situation will change,” he wondered.

“What kind of harassment are we talking about?!”

Expert from Iraq supported the Russian colleague, senior researcher, IMEMO, expert in Kurdistan Stanislav Ivanov. The scientist notes that the Iraqi Kurds were saved from genocide only what they just announced their autonomy. “The Kurds say they are ready to cooperate with all the authorities in Damascus, if they will take into account their rights. But for now, neither Assad, nor the opposition go for it. This prompted the Kurds to such actions”, – said Ivanov. If we do not solve the Kurdish problem now, it will develop a pattern that will excite the entire East,” he concluded in the end of the speech scientist.

“We need to recognize that Syria as it was before, does not exist, – said Ivanov. – The Kurds had announced its federalization is not a good life. Kurds cut to the quick. There are problems of divided families, tribes and Nations. When the colonialists divided the border of Syria and adjacent countries, they completely disregarded the interests of the Kurdish people”, – said Ivanov.

“In economic terms, the lands inhabited by the Kurds, were the most underdeveloped. The Kurds have been evicted, not allowed to develop, forbade their language,” he listed the expert. According to Ivanov, the Kurds didn’t get reign of the Baathist regime (the BAATH, “the Arab Baath socialist Party” – the party, ruling in Syria since the mid-1960s, the current official leader of the Syrian BA’ath – President Bashar al-Assad). “The Kurds were turned into second-class citizens”, – the expert believes.

It is interesting that the performance of the Russian expert called extremely harsh and emotional reaction of the Syrians-Arabs who were present at the round table. From their point of view, Damascus has never oppressed Kurds. “The Kurds had their own deputies and Ministers. What kind of harassment can be a speech?!” cried the Arab.

The situation grew so strained that the round table had to intervene to lower the degree of emotion of some present, mostly Arabs.

What made the army of Syria with the support of the Russian VKS (infographic)Actually, Syria is already divided into several enclaves, Ivanov said. The expert pointed out an obvious fact: the current inside Syria is the territory of DAISH (ISIL), the Islamic opposition, there are also Alawite and Baathist “Islands”. “The Baathist island” is held by Iran, Hezbollah, and Russian HQs.

Lessons Ocalan

The following were made by the President of the Russian society for solidarity and cooperation with Kurdish people, Yuri Nabiyev. Expert made a very convincing and scientifically tried to explain the ideological and socio-political motives of federalization. Nabiev urged the audience not to exaggerate the announcement of federalization and seek sources that guided the Kurds of Syria.

He touched upon in his speech, the ideological part of the decision of the Kurds, and dispelled a few myths that are present in the world press.

“In order to understand what the Kurds proclaimed the federalization who were not invited to Geneva need to refer to the ideology of Abdullah öcalan (leader operating in Turkey Kurdish workers party, now serving a life sentence in a Turkish prison – approx. OPINION). During the years of his imprisonment, his ideas have undergone a great transformation. Originally, Ocalan defended the position of all four parts of the greater Kurdish state. Then his eyes under the influence of philosophers, the anarchists, have undergone major changes,” said Nabiev.

“In turn, the main party of Syrian Kurdistan, MPD, and its leader Saleh Muslim stressed that in practice his party guided by the ideology of Abdullah öcalan. I advise those who are interested in the subject, read books Ocalan. If you pay attention, you will see that even the names of the Kurdish parties there are no words Kurd or Kurdistan. What they announced is anarchic project of creation and development of the communes. In Syria they are called cantons. First a commune, then a democratic Confederation of Nations. This ideas of Ocalan”, – said the expert. Nabiyev highlighted the internationality of the Kurdish organizations in Syria.

Moreover, Yury Nabiev showed the Syrian Kurds Declaration on the proclamation of Federation. He stressed that the document is not a word about the Kurds or Kurdistan.

“Wouldn’t it be a trigger?”

Head of section for international cooperation and cultural exchange of the Imperial Orthodox Palestinian society, the orientalist Oleg Fomin addressed your question to the Kurds. He noted that there is a certain concern among the friends of Syria and the Kurds, which is associated with ad Federation.

“Don’t you think that the creation of the region will begin the process of dismemberment of Syria, for which external intervention. Someone else forms their region, for example, in Deraa or Aleppo. Would not it trigger?” – said Fomin.

Stanislav Ivanov noted that there are two opinions on this. “Some believe that federalization will destroy Syria. Others are convinced that she will save Syria. If we talk about the Kurds of Syria, where would they go? On one side Turkey is hostile, another hostile ISIL. They physically nowhere to go”, – said Ivanov. Yuri Nabiyev, in turn, that the vast majority of States in the world lives in the framework of the Federal system. The expert added that supporters of the party PDS on the basis of their ideology, deny the state as such.

In the end, each Panelist was unconvinced. The truth is, as the Kurds of Syria and the Syrians-Arabs. Most importantly, noted the conference participants to question the future of Syria be resolved through diplomacy and joint action against ISIL terrorists.

“Unfortunately, the support of the civilized world was insufficient. Facing pressure Turkey many countries have weakened support for the Kurds of Syria. It is as a result of Turkish pressure, the Kurds remain out of the game at the most important conference Geneva-3. We can say with certainty that the Kurdish Federation in Syria should not cause problems for the Arabs,” said President of the Institute of press and political analysis Radwan Badni.

Cooperation or “zero tolerance”?

More than 2.5 million Syrian Kurds densely inhabited areas in the North and North-East of the country (called in Kurdish “Rojava” in the literal translation, “West”, i.e. West Kurdistan region), unlike Iraqi Kurds, have not had and are not legally recognized autonomy. But during running since 2011 Syrian civil war Syrian Kurdistan de facto gained independence, and the militia of the Kurdish parties was a significant military force. The creation of the self-governing region in the North, according to Kurdish leaders, aims at the unification of disparate national communities for a common struggle against terrorist organizations.

The Supreme Kurdish Council, which is chaired by the leader of the party “Democratic Union” Saleh Muslim Muhammad is in the Union’s relations with Bashar al-Assad, but obviously pursuing its own goals that may not coincide with the objectives of Damascus.

The authorities in Damascus has already stated that the creation of a federated Kurdish region is unlawful. According to the authorities, this process may not only hamper the fight against terrorists, but also to break up Syria. So, the Syrian Ambassador to the UN, very influential representative of the Syrian government, Bashar Jaafari, warned of “zero tolerance” to the Kurds, if they want “federalization or disconnected”.

The Syrian opposition also did not support this initiative, urging all to unity. Coordinator of the Pro-Saudi Higher Committee on negotiations (WCP) Arab Riyad Hijab said that the Committee rejects the idea of establishing in Syria a Federal arrangement. Some experts believe that against the federalization of Kurdistan can speak to the Iranians, who want to see a United Syria as its ally.

On the inadmissibility of any unilateral steps warned the United States and Turkey (which is experiencing great difficulties with the Kurdish population in the Southeast). Moscow believes that such issues should be resolved by consensus under the new Constitution of Syria, and not unilaterally. There are opponents and among the Kurds. So, an independent Kurdish parties are outraged by the decision of several other Kurdish movements to announce federalization in Syria, – said the Secretary General of the Youth party for justice and development, Syrian Kurdistan barwin of Ibrahim.
