Vladimir Putin called the statistics of deaths on the roads “nightmare” and called for tougher responsibility for violation of traffic rules (SDA). According to him, the authorities reacted to the theme of road safety, how to everyday life, and are unable to respond adequately to the sharp increase of private vehicles, resulting in 10 years in an accident killed the population of an average Russian city of 350 thousand people. “This is a terrible and senseless loss, which could have been avoided,” he said.
Last time the issues of road safety were discussed at the Presidium of the state Council back in 2005. Since then, the level of motorization of the population has increased by more than half in major cities on 1 thousand inhabitants it is necessary about 300 machines, as for example in Vladivostok and Krasnoyarsk – more than 400 (in Moscow – 350). “It is a challenge for the drivers, and for those who are responsible for the organization of traffic”, – said Vladimir Putin.
He recalled that although over the past decade, the number of accidents decreased by almost 12%, the number of victims remains high. For 10 years on the Russian roads killed 350 thousand people, over 3 million were wounded and maimed. “I draw your attention to these terrible figures. It is necessary to achieve a radical reduction of the number of casualties,” said the President, adding that the main fault for the accident lies with the drivers who still do not have high driving culture, constantly break the rules and show disrespect and aggression towards other road users.
On the one hand, believes GDP, motorists need to educate, involving the public and the media. But the process is lengthy and not always effective, so without punishment is not enough.
“The education of drivers should go hand in hand with tougher penalties, – said Putin, – these measures helped to solve the problem with seatbelts and forced the drivers to install child safety seats in salons, whereby halved the number of deaths in cities and towns”. The President proposed to increase the responsibility for accidents at pedestrian crossings, where caused by drivers last year alone killed more than a thousand people, and urged the government to speed up the submitting to the state Duma draft laws aimed at improving road safety. “Had to make 13, made only one! All missed the deadline!”- criticized the Cabinet of Ministers the head of state.
Special attention the Bureau of the state Council devoted to the issue of transferring powers to administer fines for traffic violations from the interior Ministry to regional authorities. This topic has long been lobbying the city authorities.
The mayor of Moscow Sergey Sobyanin briefly explained to those present what is being discussed – first, the regions would administer the violations registered by video cameras (in Moscow 12 million a year), and secondly, to take care of the details of the protocols for Parking on the sidewalks.
“Now we are engaged in the administration of Parking on the road network, and the sidewalks are still under the jurisdiction of the Ministry of internal Affairs. In the case of a transfer of powers 1.5 thousand police officers could engage in more serious crimes,” – said Sobyanin.
A source in the city administration explained “MK” that we are talking about the strengthening of control and increase in the collection of fines. The interior Ministry did not have enough hands and eyes, and Moscow which has created its own traffic service that is more effective. Yes, more money to the budget does not hurt.
Putin said the transfer of authority is necessary to discuss the government and the leaders of other regions, but in General the idea is correct. All receipts from fines is proposed to transfer to the Road Fund and target spending on roads and issues related to security (for example, construction of underpasses).
30 regions now have Road funds, but from there spend money on what they want, complained the assistant to the President Andrey Belousov. The interior Ministry is prepared to share the power to administer fines to the regions.
In addition, the Deputy Minister Dmitry Mironov asked to expedite the transition to making an accident where damage is caused to the vehicles only, without participation of police officers. Now 90% of these accidents still draws the traffic police. And the transition to europrotocol only scheduled from 1 January 2017. Vladimir Putin stressed that this was the intention of the reform. “To remove unnecessary inconveniences and formalities necessary to implement the whole complex of measures aimed at mass design of an accident without participation of police officers”, – he said.
Commissioner for human rights, Pavel Astakhov, asked the officials to make a legal provision forbidding drivers to leave a preschool child in the car alone. Lately this phenomenon, according to him, acquired a mass character: together with the evacuated cars and impounded come infants and older children die, entangled, for example, in the fastened straps. “You need to enter a sanction, to warn parents”, – said Astakhov. Another high-profile proposal came from the Minister of communications Nikolay Nikiforov.
In his opinion, the video fixing of offences on roads could address not only the camera, but also ordinary citizens owning smartphones. Their record has gained legal force, the communications Ministry has already prepared a “point” amendment to the administrative code.Related posts:
