“American Admiral has published a plan for victory in Syria without Russia’s participation “

A retired Admiral, influential military theorist, and former commander of NATO forces in Europe James Stavridis suggested that his plan to defeat ISIL. Not possible that through their aspirations Stavridis broadcast the White house and the Pentagon. Meanwhile the plan of the Admiral implies the overthrow of Assad, the occupation of part of Syria and does not imply participation in this activity, Russia.

James Stavridis is not just another retiree, inventing texts when bored to go fishing. This is one of the most famous American military theorists, one of a kind Admiral with specific education on foreign policy. After retiring in 2013 from his post as commander of NATO forces in Europe (the only naval officer to hold this post for all time of its existence), Stavridis took up journalism on the theory and practice of war in modern relationships, and even was a speaker at forums in Davos. His opinion and judgment are considered to be quite weighty, however, there is no evidence that Stavridis is the same piece that aims to sound informal promises by the government. In the U.S., it is common practice such feeding ideas that for reasons of political character cannot come from a politician or active military that are related to party or administrative discipline.

“The United States was pushed to a secondary role in the largest military conflict of modern times, and now by any means required to regain the leading role”

With a difference of a couple of days Admiral Stavridis publishes two texts in Foreign Policy and The Times. In the first case, he suddenly called to engage in the fight against ISIL Russia, announcing the existence of the so-called open coalition, which is composed “not only traditional US allies”. The second offers a detailed plan for the organization of the process of military action against ISIL from the eight counts in which Russia is no longer mentioned. If not accurately, referred, but, along with Iran, almost by accident – as “some interesting ally,” and the main emphasis is made on methods of improving the controllability of coalition troops (Stavridis wrote down as much as 62 States) in order to effectively translate slow and not too efficient operation is a critical phase of the ground offensive against the part of ISIS that has entrenched itself in Iraq.

According to Stavridis, the ultimate goal of the coalition operation should be the establishment of physical control over major urban centres, including Mosul and Raqqa, that is, in addition to defeating ISIL implies the occupation of considerable territory in Syria. However, he consistently repeats all the stereotypes of the American political concept in the region, starting with the “Assad – never!”.

Russia fighting terrorism in Syria: what are forces and how are applied missile and bomb adorabley part of life Stavridis served in command positions in multinational armed forces, and the post of commander of NATO forces in Europe was to develop in him a strong immunity to the “national diversity” in the army. The problem of compatibility of various military systems of the States members of NATO initially was birth trauma Alliance, seriously kazavsheisya at his activity even in his best years. With the expansion of NATO to the East, the crisis only intensified. The countries of Eastern Europe have still not completed the transition to the standards of the Alliance in all fields of military – type weapons and regulations for fuel to languages of control, logistics and command system. Right now the NATO command in Europe quickly, but somewhere and frantically conducts an attempt of administrative reform, which still results in the creation of additional headquarters, where the main command posts will be designated American officers, and local (for example, Polish and Romanian) will perform the function of relay commands received from Brussels. Stavridis was one of the authors of the plan, when to coordinate actions with Eastern European officers, who sometimes wakes up in his own pride.

Exactly the same scheme Stavridis proposes to introduce in Iraq and Syria. To create a rigid system of command – “the ridge” of a single integrated command center, which will be subject to all types and kinds of troops involved in operations in the middle East. This spine will assume the responsibilities and command and control, and identifying targets for airstrikes (common, by the way, the idea is, given a primary experience of the Russian BKC and the General staff of the army of Syria), and processing of raw intelligence information (it is clearly not in the spirit of practice of the CIA), and coordinating the work of the armed forces, including a satellite system. To lead all this “superbrain” of several hundred various officers and specialists have the American three-star General, one of the Deputy Stavridis (which is also very sensibly) proposes to make civilian representative, preferably with the rank of Ambassador, representing a country partner in the coalition.

The course of military action in Syria Admiral Also offers to expand intelligence sharing within the coalition members, but this seemingly revolutionary proposal does not go beyond the so-called five eyes – the usual system of limited intelligence sharing between the US and the UK, which includes so-called technically provided in the plan of exploration countries – France, Belgium, Denmark and Norway (with the exception of France, they are traditionally involved in the British intelligence system of the state). This is the only paragraph “of the Memorandum of Stavridis,” in which there is a speech about Russia. It is proposed to expand a little “limited exchange of information” with Moscow and “to inspire” in this regard, the Arab States, because “after all it is their region”. Lucky, that is, the Arabs that war is in their region. And there would be a will of Stavridis, no agreed lists of goals or “unacceptable terrorist organizations” neither they nor we would never get.

Paying tribute to fashion, as a separate item Stavridis highlights the struggle in cyberspace. Now without this, and fishing do not go, and so the plan against ISIS cannot exist without emphasis on cyberborea. The Admiral believes that the possibility of ISIS in the virtual world too dangerous to leave them unattended. It is very possible that he’s right, but it is unlikely the area of responsibility of the front command. The staff of the joint staff-“range” in several hundred people and thus, it seems too monstrous, and now there are also professional hackers write (by the way, the group “Anonymous” has already voluntarily undertook to deal with it, and even not asking for money).

The most interesting initiative of Stavridis is to create a special tactical unit for scouting, identifying ground targets for the aircraft and, finally, organization and implementation forces commando raids. This unit should consist of 1000 men under the command of Brigadier (Odnozvuchno) General, and the basis will be the headquarters of NATO’s special operations aviation with his support and his own intelligence. Thus, ground operation, according to Stavridis, will be reduced to one of the RAID tactics of SWAT teams, which will lead to minotauromachy joint staff of several hundred employees. At least in the first phase, which will last God knows how long. The Committee on budgetary control, this idea would be especially cute.
