“The arbitrariness of the predefined collectors to the weakness of the legislation”

The speaker of the Federation Council Valentina Matvienko has proposed to suspend the activities of collection agencies prior to the adoption of a law regulating their work. The reason for this statement was the tragedy in Ulyanovsk region, which has suffered two years old boy. Thus there is a risk that without urgent action, the cases of arbitrariness on the part of collectors will increase.

As previously reported the newspaper VIEW, in Ulyanovsk collector over a debt of 10 thousand rubles threw a Molotov cocktail into the window of a house. The bottle came in a two-year-old, he was hospitalized with burns of the face and forearms. On suspicion in Commission of this crime it was detained 44-the summer Dmitry Ermilov, who in 2009 was convicted of abuse of authority and theft on preliminary arrangement by group of persons three years of the colony. Remarkable detail: current collector in the past was not only a criminal, but a COP.

“In addition to gray and black agencies, suddenly appeared a lot of scams. Last December liesingtal shot two police officers

The tragedy, apparently, was the last straw. And it is likely that the proposal by Valentina Matvienko about the suspension of activities of collection agencies until, until you have closed holes in the legislation will be implemented. And in a very “hot” for collectors.

Courtesy or efficiency

As follows from the published report of the Central Bank, foreign currency loans for individuals with February of last year to the present has declined from 3.2% to 2.7%, but for someone who already pays the credit mortgage, it is unlikely to help. The situation with crediting in the country assumes the character of hysteria. Currency borrowers are storming banks to restructure the debts become unmanageable. At the same time, many continue to buy on credit of imported home appliances and electronics, fearing a further weakening of the ruble. According to “Kommersant” with reference to HCF-Bank and “the Renaissance the Credit”, this past January, borrowers will break the November record: for the month only, Alfa-Bank expects the issuance of about 4 billion rubles. The hype around home appliances similar to what happened in December 2014, but with one crucial difference: now the Russians are buying equipment that is in debt. Experts attribute this, on the one hand, with falling real incomes, on the other – with the active promotion of new credit programs.

And here come the collectors. The boom in consumer lending that began in the beginning of the “zero” years, constantly increasing the amount of unpaid debts. Where the debt collectors and there are white, gray and black, as they are now sharing in professional circles. All this monochrome is sometimes so difficult to discern that even before the Ulyanovsk tragedy and the application of Valentina Matvienko to the state Duma was introduced another bill to ban debt collection activities. This time was initiated by deputies from the LDPR faction, for although the right of authorship competes with them for “Fair Russia”.
