“The Ukrainian politician Borys Kolesnikov wants to move the capital from Kiev to the city of Kaniv “

According to the Ukrainian website “Корреспондент.net”: “Borys Kolesnikov on behalf of the “oppositional government” presented a version of the Constitution of Ukraine, which provides for the transfer of the capital of Ukraine from Kiev to Kaniv.

“A pivotal issue in our draft Constitution is the transfer of the capital to the city of Kaniv, where Shevchenko Holy place, so that every politician, when you go there, understand that it is one of the originators of the modern history of our country”, – said Kolesnikov.

In his opinion, the proposal does not pose a risk to the current capital of Ukraine. “If we want to separate business from politics, it is no threat to Kiev. Moreover, I think, Kiev will sigh with great pleasure. As new York for the United States, Kiev is the main city, the financial center of our country, and the politicians will go closer to the people”, – said Kolesnikov, citing the example of Brazil and Kazakhstan, “which underwent a capital and become successful.”

Presented version of the Constitution also entails a transition to a bicameral Parliament, reduction of a DePuy corps, the election of President in Parliament, and decentralization.

“The Parliament should consist of two chambers. Top – of the house of representatives (35 members) are direct representatives of civil society and bottom – 150 MPs, representatives of political parties elected by open lists, – said Kolesnikov. – The President of Ukraine is elected by the Parliament. In the powers of the National Assembly, which is formed by the upper and lower chambers, is the election of the President of Ukraine in Parliament, the decision on martial law, state of emergency, the approval and dismissal of the Prosecutor General, the consideration of the report of the Cabinet of Ministers and the state budget of Ukraine, the purpose of elections to the National Assembly and its chambers, the appointment of dates of elections to local self-government.”

He added that the powers of the President in the new Constitution provide for the position of Supreme commander of the Armed forces of Ukraine, the right of legislative initiative, awarding state awards, the decision on granting and termination of citizenship, granting the right to pardon.

Presented version of the Constitution also provides for a significant limitation of the functions of the Cabinet of Ministers, as “the basis of the new Constitution lies with decentralization”.

“It’s national security, foreign policy and international economic relations, customs and fiscal policy, national infrastructure, formation and execution of the state budget”, – noted Kolesnikov.

The draft document also envisages a new system of distribution of Deputy mandates.”The party that wins the elections for the lower house, gets 50%+1 mandate. It will bury forever the political corruption”, – said Kolesnikov.

“The formation and filling of the State budget when all five presidents and almost twenty governments were the main topic of conflicts, disputes and disagreements. Therefore, we assume by analogy with the Constitution of the Federal Republic of Germany and Canada to prescribe which revenues are the revenues of the centre as such – income areas,” he added.

According to him, to the Central government budget always has a positive balance of value added tax, 50% tax on profit of enterprises, 75% of the tax on mineral resources, 100% of excise duties and customs duties.

“As to the functioning of communities, then surely the tax on the income of natural persons is 100% of the assets of local councils. In addition, more than 50% of the tax on profit of enterprises, 25% of the tax on mineral resources, 100% of land tax and the environmental tax. In this model all mathematical calculations show that the local councils will dispose of 70-80% of the national budget”, – said Kolesnikov”.
